We provide home health services for medically fragile children, on a short-term or long-term basis, including skilled nursing and attendant care ordered by a physician. Our goal is to help each child reach their fullest potential while preventing hospitalizations — working alongside families every step of the way.
Our Pediatric Care Program
Skilled nursing and attendant care for children who need it most
Our Pediatric Care Program supports children who require ongoing, hands-on medical support at home. That includes children who:

- Are ventilator dependent
- Have tracheostomies
- Require IV therapy
- Require tube feedings, or any other skilled nursing or attendant care
Who qualifies
- Anyone under 21 with a chronic physical or developmental condition expected to last 12+ months, that limits major life activities and requires more care than children typically need — or
- A person of any age with cystic fibrosis
Benefits must be medically necessary, and any Medicaid, CHIP, or commercial insurance coverage must be used first. CSHCN benefits can include:

CSHCN — Children with Special Health Care Needs
Administered by the Texas Department of State Health Services
Since 1933, Texas has worked to improve the lives of children with special health care needs. CSHCN uses state and federal funding — including a Title V block grant — to provide health benefits, case management, and services like newborn screening to qualified children and their families, along with individuals of any age who have cystic fibrosis. The program centers the family in planning and care, and is built to respect each family’s culture, values, and choices.
MDCP — Medically Dependent Children Program
Support for families caring for medically dependent children and young adults
MDCP helps families care for medically dependent children and young adults at home instead of in a nursing facility, with case management provided through the state. Services available under the program include:
Respite care — temporary relief for the primary caregiver
Adjunct support — direct care so a child can attend school, child care, or work-related activities
Adaptive aids — devices supporting daily living or disability-related needs
Minor home modifications & transition assistance — for moving from a facility back into the community

Who qualifies
- Under age 21
- Meets medical necessity criteria for nursing facility–level care
- Meets disability criteria for Social Security or Medicaid benefits
- Available statewide, first-come, first-served
CCP — Texas Health Steps Comprehensive Care Program
An extension of THSteps for medically necessary care beyond standard Medicaid limits
THSteps-CCP covers medically necessary services for children that fall outside standard Medicaid coverage or exceed its limits, as long as they’re supported by documentation of medical need and prior authorized by the CCP Unit. Eminent Home Healthcare is contracted to provide Private Duty Nursing through Texas Medicaid CCP.

Therapy services generally require prior authorization (evaluations don’t), and there’s no preset session limit — coverage is based on what’s documented as medically necessary to improve, maintain, or slow the decline of a child’s function.
